Potentially. The Registered Nurse entry accepts a state or provincial licence or a Licenciatura degree, so a Canadian provincial licence can satisfy the TN qualification even before the destination-state licence issues. The nurse still must obtain whatever authorization that U.S. state requires before beginning clinical practice.

Separate TN admission, health-care-worker certification and state permission to practise

Hypothetical example: the hospital wants the nurse on the unit within six weeks and suggests starting orientation while the state-licence application is processed. Separate three questions. For Appendix 2, Registered Nurse requires a state or provincial licence, or a Licenciatura Degree; an Alberta RN licence can satisfy that credential.

For federal admissibility to provide nursing services, the applicant also needs certification from CGFNS or another DHS-approved credentialing organization. For actual nursing practice, the destination state's law controls when work may begin. TN classification must not be denied solely because the U.S.

state licence has not yet issued, but the nurse cannot perform duties that state law reserves to a licensee. Confirm the applicant is a Canadian or Mexican citizen rather than only a Canadian permanent resident, and confirm genuine employment rather than work billed through the applicant's own business.
