Hypothetical example: a Coaldale household has two U.S. conversations running at once. One partner is a registered nurse who has been approached by a hospital group and assumes the offer letter settles everything. The other is a maintenance planner at a food-processing plant whose employer has just bought an American facility and has started using the word transfer. A friend at the same plant keeps asking whether buying a small U.S. business would be simpler than either. Three different rules govern those three sentences, and each one fails at a different point. Ordering the questions by where a refusal would land is faster than ordering them by enthusiasm.
This edition sets out six federal routes as they would apply to someone living in Coaldale: TN admission for Canadian and Mexican citizens taking prearranged professional work in a profession listed in USMCA Appendix 2; L-1A transfers for managers and executives and L-1B transfers for holders of a company's own specialized knowledge; E-2 treaty investment in a real, operating, non-marginal enterprise; EB-5 immigrant investment measured in capital and jobs; and the Gold Card, an official program built on a gift to the U.S. government plus a processing fee rather than an ordinary visa category. Every illustration below is a labelled hypothetical. Nothing about eligibility changes because an applicant lives in one Alberta town rather than another.

For TN work, the profession's own qualification rule decides more cases than the salary or the employer's enthusiasm.

For each of those three conversations, the failure point is different and knowable in advance. A professional admission fails on the profession list and the credential rule long before anyone reads the salary. A transfer fails on the corporate chart and the payroll year, not on the quality of the employee. A purchase fails on where the money sits and whether the buyer can actually direct the business. Write the failure point at the top of each file, then go and get the one document that either confirms or destroys it. That single habit removes most of the delay from a household plan.

Turn every hope into a claim someone could reject. “A hospital wants to hire me” is not a claim; “this job is a listed profession and I meet its credential rule” is one, and it can be checked this week.
For professional work it is usually the credential or the duties. For a transfer it is the corporate relationship or the qualifying year abroad. For an investment it is the source of funds or control of the enterprise.
Ask the employer, the accountant or the seller for the specific paper, not for reassurance. A share register, a payroll summary or a signed purchase agreement answers in minutes what an email exchange can argue about for weeks.
Separate steps that cost nothing if the answer is no — licensing applications, document gathering — from steps that cannot be undone, such as resignations, deposits and lease signatures.
Once the failure points are written down, the family can see which decisions are independent and which are chained. A nurse's licensing application can proceed while nothing else is decided. A plant transfer cannot be scheduled until the two companies' ownership is confirmed on paper. A business purchase should not have money released until the buyer knows what happens to the funds if the immigration answer is no. Separating the independent steps from the chained ones lets people keep moving without committing to a departure date that no rule has yet allowed.

No. The employer controls the offer and the petition, but the applicant's citizenship, credentials and family status are facts only the applicant can verify. Ask which category they intend to use and read the letter they plan to sign.
Rarely. The categories test different facts, and a refusal usually means the underlying fact is missing rather than that the wrong form was filed. Fix the fact, or choose a route whose requirements the household already meets.
No. TN admission depends on Canadian or Mexican citizenship, and several procedural shortcuts depend on it too. Permanent residence in Canada is a separate status and does not substitute for citizenship in any of these routes.
No. Working, opening a business or enrolling a family member without the status that permits it creates problems that later filings cannot always repair. Each activity needs its own lawful basis before it starts.
