Decide what has to be certain before money moves

Write down instead the three or four facts that would have to be certain before proceeding: what the payment buys, whether it is refundable, what happens to the family, and what status results. Then check whether the official material answers each one today.
If it does not, the honest position is that the decision is not yet ready, not that the answers are hidden somewhere. There is no obligation to move at the pace of an advertisement. Meanwhile, if the household's goal is work or business activity in the United States, the established categories have known requirements and decades of applied practice, and a comparison on those terms is more useful than a race.
