That makes the intermediary's single-payment claim wrong under the current published terms.
Read the official page again immediately before payment because the framework is new and may change. If the household's real objective is work for a spouse and study for children, compare the permanent-resident status described by the official program with established alternatives on those specific facts, and record the date on which every comparison was made.
