Urgency generally serves whoever is being paid. The relevant question is whether enough of the program is settled for someone to commit money that cannot be recovered, and that is answered from official material rather than from a consultant.
Slow is the correct speed for an unrecoverable payment
Hypothetical example: a consultant tells the driver that terms will change shortly and that he should commit now. Test that claim against the official page. If the page does not support it, the claim is a sales position.
List the facts that would have to be settled before proceeding: what the payment buys, whether any part is recoverable, what happens to the family, what status results and what conditions attach. Check the official material against that list and record the date. If the answers are not there, the decision is not ready.
For a working driver whose objective is a job, the more useful conversation is about citizenship, occupation and what an employer will sponsor, and that conversation costs nothing to have first.
