A dated note of the official material consulted, the employee's own written statement of what he wants, and any advice obtained. Nothing should be paid or promised until those exist.
Write down what was said before anyone acts on it
Hypothetical example: the owner tells the driver he will look into it, a month passes, and the driver believes something has been promised. Keep the record simple and honest. Note the date the official program page was read and save a copy of it.
Ask the driver to write down what he actually wants — to work at the American yard, to move his family, to stay long term — because those are different objectives with different routes. Record any professional advice obtained, from whom and when. Do not retain the employee's personal identity documents, and do not send them to any consultant who has approached the business.
If nothing can be done, say so in writing, kindly and clearly, so that nobody spends money on the strength of a misunderstanding.
