It qualifies if the knowledge is of the company's own formulation model, quality protocol and procedures, held to a degree beyond her colleagues. Ordinary animal-nutrition skill that any qualified formulator has does not, no matter how many years she has practised it.
Name what the company owns that the profession does not
The regulation defines specialized knowledge by reference to the petitioning organization's product, service, research, equipment, techniques, management or other interests, or an advanced level of knowledge of its processes and procedures. The test is comparative: what does Priya know that a competent formulator hired from outside would not, and how long would that outsider need to reach her level? A petition should therefore describe the model's proprietary features, the ingredient-substitution logic the company developed, the tolerances it applies and the way the model feeds the mill's batching system, and then explain that Priya built or maintains those elements.
Knowledge need not be unique to one person or unavailable in the U.S. labour market; the inquiry is whether it is special or advanced and not generally or commonly held in the relevant industry or organization. If several formulators hold similar knowledge, the petition should explain why Priya in particular is needed for the U.S.
installation. A degree in animal science is context, not evidence of specialized knowledge.
